What is this system?
The Online Labour and Cess System is a digital platform for registering establishments that employ building workers under the BOCW Act, 1996. It manages the complete lifecycle from application submission to final approval and certificate issuance.
User Roles

| Architect | 0 | Fill registration form, make payment, submit to DEO, respond to shortfalls |
| DEO | 1 | Review application, forward to BOCW or send shortfall to Architect |
| BOCW | 2 | Review application, forward to LEO or send shortfall to Architect |
| LEO | 3 | Review application, forward to RDC |
| RDC | 4 | Final approval, issue Registration Certificate |

At DEO or BOCW stage, the officer may send a shortfall back to the Architect for corrections. The Architect can then re-submit.
