Overview

Form 1 is the primary registration form under the Building and Other Construction Workers Act, 1996. It captures details about the construction project, the establishment, the nature of work, and the number of workers employed. Completing this form correctly is essential — errors may result in a shortfall notice from the reviewing officer.

Have the following ready before starting: project details, commencement and completion dates, nature of work description, and any supporting documents (site plan, approval letter, etc.).

Accessing the Form

From the Architect Dashboard, click the Labour Registration box. You will be taken to the Form 1 page at /Labour/Register.

Form Fields — Step by Step

Select Project

The first field is a dropdown list of scrutinised projects associated with your account. Only projects that have been approved/scrutinised in the system will appear here.

Select the project you wish to register. Once selected, the system automatically fetches and populates fields 2–5 from the database.

If your project does not appear in the dropdown, it has not yet been added to the system as a scrutinised project. Contact the administrator — do not proceed with a different project.

Establishment Name (Auto-populated)

Automatically filled from the project database after you select the project. This is the name of the establishment or firm responsible for the construction work. Verify it is correct — if it is wrong, the project record in the database needs to be corrected first.

Owner / Employer Name (Auto-populated)

Automatically filled with the name of the project owner or employer as recorded in the database. This person is the principal employer under the BOCW Act.

Owner Email (Auto-populated)

The owner's email address, pulled from the project record. After payment, a copy of the challan receipt is sent to this address as well as to your (the Architect's) email.

Project Address (Auto-populated)

The site address of the construction project, fetched from the database. This will appear on the Registration Certificate if approved.

Commencement Date

Enter the date on which construction work commenced or is expected to commence. Use the date picker or type in DD/MM/YYYY format. This date cannot be in the future if work has already started.

Nature of Work

Describe the type of construction work being carried out. Examples: Residential Building Construction, Road Construction, Bridge Construction, Commercial Complex. Be specific — vague descriptions may attract a shortfall notice.

Maximum Number of Workers

Enter the maximum number of building workers who will be employed on the project at any one time. This figure determines the challan amount.

As you type this number, a Challan Preview box appears below the field showing the calculated challan amount:

The challan preview updates in real time as you change the number. Verify the amount before submitting the form.

Completion Date

Enter the expected date of completion of the construction project. This must be a date after the Commencement Date. The system validates this automatically.

Upload Documents

Upload any supporting documents required for the registration. Accepted file types are typically PDF, JPG, and PNG. Common documents include:

  • Building plan / site plan
  • Sanctioned plan approval letter
  • Ownership / lease documents
  • Contractor agreement (if applicable)

Click Choose File (or drag and drop) to attach each document. You may upload multiple files.

Ensure documents are clear and legible. Blurry or incomplete documents are a common cause of shortfall notices.

Declaration Checkbox

At the bottom of the form, there is a Declaration checkbox with text similar to:

"I hereby declare that the information furnished above is true and correct to the best of my knowledge and belief, and I undertake to comply with the provisions of the Building and Other Construction Workers Act, 1996."
You must tick this checkbox before the Submit button becomes active. The form cannot be submitted without agreeing to the declaration.

Submitting the Form

Once all fields are filled and the declaration is checked, click the Submit Registration button. The system will:

  1. Save the registration with status PendingPayment
  2. Generate a challan with a unique challan number
  3. Redirect you to the Challan & Payment page (Step 2)
After submission, the application appears in your dashboard with a Pay Challan (orange) button. You can return to pay later if needed.
