Key Rules of the Workflow
- Applications always move forward through levels — they cannot skip a level.
- Only DEO and BOCW can send shortfalls. LEO and RDC can only forward or approve.
- When an Architect re-submits after a shortfall, the application returns to the same officer who sent the shortfall — not to the beginning.
- An application can receive multiple shortfalls at the same level before being forwarded.
- Once the RDC approves, the process is complete and the certificate is issued. This cannot be undone through the system.
- The Architect cannot edit the application after submitting to the DEO — only shortfall responses are allowed.

Shortfalls add time to the process. Submitting a complete, accurate application with all required documents from the start is the best way to minimise delays.
